Federal schemes are the floor under every province: wherever you live in Pakistan, the same doors stand open. BISP pays the country’s poorest women a quarterly stipend decided by one national survey. The PM Youth Loan Scheme lends to young founders in every district at the same three tiers. Federal device programmes put laptops in universities and Chromebooks in government schools from Karachi to Gilgit, the Sehat Sahulat model insures surveyed families, fuel relief discounts petrol at pumps nationwide, and Apna Ghar lends for first homes through banks in every province. Provincial schemes then add their own layer on top, which is why this site organises both: start with the federal floor here, then check your province’s page for what your own government adds.

Cash and Checks: BISP and 8171
One survey, the NSER, decides the federal cash floor, and one number, 8171, lets any household read its own standing in it. Kafaalat’s Rs 14,500 a quarter flows from that survey, and the same beneficiary status carries the child programmes (Taleemi Wazaif stipends and Nashonuma nutrition) that our category pages detail. If you do only one thing after reading this page, send your CNIC to 8171: it costs nothing and it tells you which federal doors are already open to your family.
Enterprise and Homes: Loans With Federal Terms
The PM Youth Loan’s three tiers are identical in every province because the State Bank framework, not the province, sets them; provincial loan schemes (Punjab Rozgar, KP’s Naujawan) then compete beside it, sometimes at zero markup for narrower groups. Apna Ghar works the same way in housing: one federal framework, local bank branches. A founder in Sukkur and a founder in Swat face the same federal form; what differs is the provincial offer stacked beside it, which is exactly what our province pages map.
Devices and Health: Merit and Survey
Federal device schemes select by merit lists rather than applications, laptops through universities and Chromebooks through school boards, while federal health cover selects by survey. Both designs share a warning: because no genuine application window exists for Chromebooks and the laptop phase is closed, anyone selling federal “registration” today is selling fiction. The statuses on this page are rechecked against official sources, and each guide states its scheme’s position plainly.
PM Electric Bike Scheme (PAVE): The Federal E-Bike Subsidy
Under the national electric vehicle policy, the PAVE programme subsidises approved electric bikes and rickshaws, with Phase 2 paying up to Rs 80,000 per electric motorcycle at the point of sale. Our full guide to the PM Electric Bike Scheme explains both phases and how to apply.
SBP Solar Financing Scheme: Solar Loans at Up to 6%
The State Bank’s renewable energy refinance scheme lets banks lend for solar systems at a maximum 6% markup, up to 1 MW for homes, farms and businesses. Our full guide to the solar financing scheme explains the categories, sizing and how to tell a scheme loan from a bank’s own product.
How Federal and Provincial Schemes Fit Together
- Federal first: the 8171 check, BISP status and the PM Youth Loan portal work identically everywhere.
- Then your province: Punjab adds interest-free plot loans and farmer credit; KP adds universal health cover and zero-markup partnership loans; Sindh adds rebuilding grants and farmer subsidies; Balochistan adds a catastrophe treatment fund.
- One-device and similar anti-duplication rules cross the levels: a federal laptop closes the provincial one.
- Bookmark your province page; provincial windows open and close more often than federal ones.
Federal Government Schemes: FAQs
BISP and its child programmes, the Ehsaas 8171 check, the PM Youth Loan, PM Laptop and Chromebook selections, PM Fuel Relief and the Apna Ghar framework all run federally, subject to each scheme’s own eligibility.
SMS your CNIC to 8171 or use the 8171 portal. It reports your household’s BISP and Ehsaas standing, the base of most federal cash support.
It began as the federal model and runs with provincial partners; KP replaced it with its own universal Sehat Card Plus. Your province page shows which model covers you.
Often yes, cash plus a provincial loan or card, for example, but anti-duplication rules bar double benefits of the same kind, such as two government laptops.
No. Federal applications and checks are free; the PM Youth Loan application itself is free (bank documentation aside), and device selections never take forms or fees.
On this site’s province pages: Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan and AJK and Gilgit-Baltistan each have a page listing their own schemes plus the federal ones that apply there.
Start with the federal floor, not with a paid agent or a social media form. Check your household on 8171, confirm BISP status, and keep your CNIC and household details ready before you open any loan or housing portal. When a scheme selects by merit or survey, wait for the official list rather than paying for a place on it. When a scheme does open an application, read its eligibility, documents and deadlines in the linked guide before you apply, and save a copy of anything you submit. Then move to your province page and repeat the same check there, because provincial windows, documents and partners can differ even when the federal terms stay the same. Keep the two layers separate in your notes: federal support that travels with you anywhere in Pakistan, and provincial support that depends on where you live. That separation makes it easier to spot duplicate benefits, to avoid paying a fee that no genuine scheme charges, and to return to the right guide when a window changes. Use this page as the starting point, not as a substitute for the official portal, and check the linked guides again before you act on a deadline. If a result surprises you, recheck the CNIC number you entered and the guide for that scheme before you conclude that you are ineligible, because a single digit error can change a result and a scheme status can change between phases.
