The Apna Ghar Program is the federal government’s housing finance scheme for first-time home buyers. It offers home finance of up to Rs 10 million at a fixed markup of 5% for the first 10 years, with repayment spread over up to 20 years, so a family that could never save the full price of a house can buy or build one in monthly instalments. This page explains who can apply, what property qualifies, and how the application works. For the full list of housing and other programmes, see all current schemes on our homepage.

What Is the Apna Ghar Program?
Apna Ghar is a subsidised home finance programme. Instead of paying the market markup that banks normally charge on housing loans, approved applicants pay 5% for the first ten years, because the government carries part of the cost. The finance can be used to buy a ready house or flat, or to build on a plot you own, within the size limits in the table above.
The programme reported strong early demand: 147,504 applications, with 53,127 approvals worth Rs 313.42 billion reported in 2026. Those figures are the programme’s own reported numbers and they change as banks process more cases.
Who Can Apply for Apna Ghar?
- You must be a Pakistani citizen buying or building your first home. The scheme is aimed at families who do not already own a house.
- The property must fit the limits: a house up to 10 marla, or a flat up to 1,500 square feet.
- You put in 10% of the price yourself; the bank finances the rest up to Rs 10 million.
- Partner banks assess your income and repayment capacity under the scheme’s and the State Bank’s rules, so you need a verifiable income, from a job, a business or remittances.
If your income documents are weak, prepare them before applying: salary slips, bank statements or business records all help the bank judge your case.
How to Apply for the Apna Ghar Scheme
Applications are handled through the scheme’s partner banks and its official portal, apnaghar.gov.pk.
- Confirm you qualify: first home, property within the size limits, and a documentable income.
- Choose the property and estimate the total cost, including your 10% contribution.
- Apply through a partner bank listed on the official portal, with your CNIC, income proof and property details.
- The bank appraises the property and your repayment capacity.
- On approval, the bank books the finance at the scheme’s 5% markup for the first 10 years, and you repay in monthly instalments over your chosen term, up to 20 years.
Apply only through the official portal and its listed banks. No agent can get your case approved, and genuine scheme information is free.
Documents the Bank Will Ask For
Keep these ready before you apply, because incomplete paperwork is the most common cause of delay. Banks typically ask for:
- Your CNIC, and your spouse’s CNIC if you are applying jointly.
- Proof of income: recent salary slips and an employment letter for salaried applicants, or bank statements and business proof for the self-employed.
- Bank statements for the last 6 to 12 months.
- Property documents for the house or flat you want to buy, or the plot papers if you plan to build.
- Recent utility bills and passport-size photographs.
The exact list varies a little by bank, so confirm it with your chosen bank when you apply.
Common Reasons Apna Ghar Applications Get Delayed
- Income that cannot be verified from documents, even if the income itself is real.
- A property that crosses the scheme’s size limits of 10 marla for a house or 1,500 square feet for a flat.
- Unclear property ownership or title documents.
- Applying through an agent instead of the bank, which adds errors and never speeds anything up.
Preparing documents first and applying directly at a partner bank keeps your case moving.
Apna Ghar or Apni Chhat Apna Ghar: What Is the Difference?
The names sound alike, but they are different schemes from different governments.
- Apna Ghar (this page) is federal. A bank finances up to Rs 10 million at 5% markup so you can buy or build a first home anywhere in Pakistan.
- Apni Chhat Apna Ghar is a Punjab scheme. It gives up to Rs 1.5 million interest-free, but only to build a house on a plot you already own in Punjab.
If you own a plot in Punjab and need a smaller amount, the Punjab scheme is cheaper. If you need to buy a house or flat, Apna Ghar is the relevant programme.
Apna Ghar Scheme: FAQs
Up to Rs 10 million, at a fixed markup of 5% for the first 10 years, repaid over up to 20 years. You contribute 10% of the property price yourself.
No. The markup is 5% for the first 10 years, which is far below normal bank housing finance, but it is not zero. The interest-free housing scheme is Punjab’s Apni Chhat Apna Ghar, which works differently.
Yes. Flats qualify up to 1,500 square feet, and houses qualify up to 10 marla, under the scheme’s published limits.
No. Apna Ghar finance can be used to buy a ready house or flat, or to build on a plot you own. Owning a plot first is a condition of the Punjab Apni Chhat Apna Ghar scheme, not of Apna Ghar.
The 5% rate is fixed for the first 10 years. The rate for the remaining years follows the scheme terms and your bank agreement, so confirm the post-10-year rate with the bank before you sign.
Applications go through the scheme’s partner banks, listed on the official portal apnaghar.gov.pk. Apply through those banks only, and never through an agent charging a fee.
