Pakistan’s housing schemes are not one programme with three names; they are three different instruments for three different families. Apna Ghar is a bank loan, up to Rs 10 million at a fixed 5% markup for first-time buyers who can carry a monthly instalment. Punjab’s Apni Chhat Apna Ghar is a smaller, interest-free loan of up to Rs 15 lakh for people who already own a small plot and need to build on it. And Sindh People’s Housing is not a loan at all: a Rs 300,000 rebuilding grant for families whose homes the 2022 floods destroyed, chosen from the damage survey. Confusing the three wastes months, so this page separates them by the question that matters: do you need to buy, to build on your own plot, or to rebuild what the water took?

Apna Ghar: The Purchase Loan
Apna Ghar (Mera Pakistan Mera Ghar’s successor framework through partner banks) lends up to Rs 10 million for a first home: a house up to 10 marla or a flat up to 1,500 square feet, with the buyer contributing about 10%, markup fixed at 5% for the first ten years and repayment over up to twenty. It is a real bank product, so payslips or business income, credit history and property documents decide approval; programme-reported figures credit it with more than 53,000 approvals. Our Apna Ghar guide lists the documents banks actually ask for and the common delay points.
Apni Chhat Apna Ghar: Build on Your Own Plot, Interest-Free
Punjab’s scheme starts where land already exists: if your family owns up to 5 marla in a city or 10 marla in a village, has no house, and scores within the survey limits, the province lends up to Rs 15 lakh with no markup at all, released in stages as construction is verified, repaid at roughly Rs 14,000 a month. Smaller amounts (Rs 5 lakh and Rs 10 lakh) cover washroom and upper-portion work. Applications run through acag.punjab.gov.pk, with the Bank of Punjab and microfinance partners disbursing. Our Apni Chhat guide gives the full eligibility list.
SPHF: The Rebuilding Grant
Sindh People’s Housing pays Rs 300,000 per destroyed house in four tranches (75,000 / 100,000 / 100,000 / 25,000) into the beneficiary’s own bank account, each released after engineers verify the construction stage, toward a target of 2.1 million houses. There is no application: the 2022 damage survey chose the families, and titles are being issued in women’s names. Our SPHF guide shows how to check a case by CNIC and who the cabinet decisions leave out.
Which Door Fits Your Family?
- You have income and no home: Apna Ghar. Prepare documents before applying; bank appraisal is the slow step.
- You have a small plot in Punjab and no house: Apni Chhat. Interest-free, but staged releases mean your builder must pace work to verification visits.
- Your Sindh home was destroyed in 2022: SPHF. Check your CNIC status on the official platform; if you were missed, use the complaint helpline 0800-90090, never an agent.
- You have neither income proof nor a plot: none of the three fits yet; the financial assistance page is the honest starting point while you build toward one.
Housing Schemes: FAQs
Punjab’s Apni Chhat Apna Ghar lends up to Rs 15 lakh at zero markup to families who own a small plot. Apna Ghar charges a fixed 5% markup; SPHF is a grant, so nothing is repaid at all.
Up to Rs 10 million for a first home (house up to 10 marla or flat up to 1,500 sq ft), with about 10% own contribution, 5% markup for the first ten years and up to twenty years to repay.
No. SPHF beneficiaries come from the official 2022 flood damage survey in Sindh. You can check your status by CNIC at sphf.gos.pk and complain on 0800-90090 if your destroyed house was missed.
Apni Chhat Apna Ghar, provided the plot is within 5 marla urban or 10 marla rural, in your name, and your household meets the survey and other conditions in our guide.
Bank processing on Apna Ghar follows normal banking; Apni Chhat and SPHF charge no application fee. Anyone demanding cash to register you is a fraud.
They solve different problems (buying versus building on your own plot) and each targets people without a home; in practice a family qualifies for one route, not both.
Before you choose a door, pause and match the scheme to the facts of your household rather than to the headline amount. A loan only helps if the monthly instalment fits your income after food, transport and school costs, and a grant or interest free loan only helps if the construction stages, verification visits and paperwork fit your timeline. Keep your CNIC, proof of income or survey record, plot papers and bank details in one folder, and check each claim on the official portal or helpline before you pay anyone or sign anything. Agents who promise approval for a fee, ask for cash to register a case, or offer to add a name to a survey list are not part of any of these three schemes. If your circumstances change, for example if you buy a plot, lose income, or move district, revisit this comparison before you apply, because the right door can change with the facts. Start with the route that matches what you already have, prepare the documents that route asks for, and use the other guides on this site to check eligibility step by step. That careful first step is what turns a scheme name into a roof over your family.
