Khyber Pakhtunkhwa made two decisions no other province matched. First, health: instead of insuring only surveyed poor families, KP insured everyone. Sehat Card Plus covers every permanent resident family in NADRA records, with the CNIC itself as the card and treatment at empanelled hospitals across the province. Second, enterprise: instead of small solo loans, Ehsaas Naujawan Loan lends up to Rs 5 million completely interest-free, but only to registered partnerships of three to five young partners, with a smaller individual window through Akhuwat. Around those two flagships, KP residents use the same federal floor as everyone (BISP, PM Youth Loan, laptops and Chromebooks), and merged-district residents are explicitly included in the provincial programmes. This page maps the KP layer and points to each full guide.

Sehat Card Plus: The CNIC Is the Card
There is no application, no income test and no card to collect: if NADRA shows you as a permanent KP resident, your CNIC is your health card. Limits were restructured on 1 July 2026 (Rs 40,000 per member for secondary care, Rs 400,000 per family for tertiary care, plus a Rs 400,000 family reserve for dialysis, cancer, heart and ICU cases), balances renew every July, admission is covered while OPD is not, and biometric verification at the hospital has been mandatory since February 2025. Check eligibility by SMS to 8500 or 9780 before you travel; our Sehat Card Plus guide explains the reserve fund and the life-insurance benefit added in 2025.
Ehsaas Naujawan: Zero Markup for Teams
KP’s youth loan programme refuses the solo-founder model: the Bank of Khyber component lends Rs 1 to 5 million at zero markup for up to eight years with up to twenty months’ grace, only to a registered firm whose three to five partners are all permanent KP residents aged 18 to 35, with quotas of 15% for women and smaller shares for minorities and persons with disabilities, and windows that open in rounds on the programme portal. Individuals are not excluded from the programme, they are routed to Akhuwat’s Rs 100,000 to Rs 500,000 interest-free window instead. Our Ehsaas Naujawan guide explains both doors and the government-employee exclusion.
KP and the Federal Floor
The provincial layer sits on top of the federal one, not instead of it. A KP founder can still take the federal PM Youth Loan individually (Tier 1 is interest-free to Rs 500,000), a KP mother still receives BISP’s Rs 14,500 a quarter through the same NSER survey, and KP students compete in the same federal laptop and Chromebook selections. Where the two layers offer the same kind of benefit, compare before applying: Naujawan’s partnership money is cheaper than any federal tier, but only a real team can take it.
Checks a KP Family Should Know
- Health: SMS your CNIC to 8500 or 9780 to confirm Sehat Card Plus standing before admission; helpline 0800-89898.
- Loans: Naujawan windows open in rounds at ehsaasnaujawan.bok.com.pk; a registered partnership must exist before the window, not after.
- Federal standing: SMS your CNIC to 8171 for BISP and Ehsaas status.
- Records: NADRA address and family records drive both flagship schemes; fix them first.
Khyber Pakhtunkhwa Government Schemes: FAQs
Every permanent resident of Khyber Pakhtunkhwa in NADRA records, including the merged districts. There is no application and no income test; the CNIC itself works as the card.
Since 1 July 2026: Rs 40,000 per member for secondary care, Rs 400,000 per family for tertiary care, and a Rs 400,000 per family reserve for dialysis, cancer, heart and ICU treatment, subject to available funds. Balances renew each July.
No. The Bank of Khyber component lends only to registered firms of three to five partners, all aged 18 to 35 and permanent KP residents. Individuals use the Akhuwat component, Rs 100,000 to Rs 500,000, also interest-free.
Yes, both components carry zero markup. The bank component runs up to eight years with a grace period of up to twenty months.
Yes. BISP, the PM Youth Loan, PM Laptop and Chromebook selections, fuel relief and Apna Ghar all operate in KP under federal rules, alongside the provincial schemes.
No. Sehat Card Plus has no enrolment at all, and Naujawan applications through the official portal are free. Pay no agent.
Start with the checks that cost nothing and take minutes. Confirm your Sehat Card Plus standing before any hospital visit, confirm your NADRA family record matches your current address, and confirm whether a loan window is open before you spend time preparing a partnership file. For a team loan, bring the partners together early, agree in writing how work and profit will be shared, and register the firm before the window opens, because a partnership created after the deadline cannot be fixed in retrospect. For health cover, keep the CNIC of every family member ready, ask the hospital to confirm the secondary, tertiary or reserve balance before admission, and keep discharge papers and bills for your own record. If a federal option fits better, use it without waiting for a provincial window, and if a provincial option is cheaper, use that instead. The point of this page is simple: KP residents do not need to choose between provincial and federal help. Use the health card for treatment, use the right loan door for enterprise, use BISP and student support where they apply, and return to the linked guides for step by step detail before you apply. When a helpline or portal gives a different answer from an agent or social media post, trust the official portal and helpline first, and do not pay anyone who promises faster approval, a larger loan or a confirmed hospital bed, because neither flagship scheme charges an application fee.
