Youth schemes hand young Pakistanis the tools of the next step: a way to reach campus, a machine to study on. Punjab’s Punjab E-Bike Scheme subsidises 100,000 electric bikes for students at Rs 90,000 a bike with the rest spread over three interest-free years. The CM Punjab Laptop Scheme puts 13th generation Core i7 laptops with Punjab’s newly admitted merit students, more than 100,000 of them. The federal Chromebook programme reaches younger students, Grade 9 toppers in government schools, and the federal PM Laptop Scheme serves university students across Pakistan. Two of these four are closed as you read this, and the honest status of each is the most useful thing on this page.

Punjab E-Bike: Rs 90,000 Off, Nothing Upfront
Phase 2 put 100,000 students on electric bikes: the government pays Rs 90,000 of the price plus all markup, insurance and registration, the student repays about Rs 109,000 over 36 months (roughly Rs 3,000 a month) with no down payment, through bikes.punjab.gov.pk. A licence, learner or juvenile permit and a parent or guardian guarantor were required. Applications closed on 4 October 2026; our E-Bike guide covers status checks for applicants and how to be ready if a new phase opens.
CM Punjab Laptop: Merit Laptops in Verification
Relaunched after an eight-year gap, the provincial laptop scheme gives Core i7 13th generation machines to students admitted in 2025 to approved institutions, with Intermediate thresholds by programme: 65% for BS and Nursing, 75% for DVM, 80% for Medical and Dental. Phase II applications closed on 20 April 2026, grievances were heard in June, and NADRA biometric verification is the current stage; no distribution date or Phase III has been announced. Our CM Laptop guide separates the portal’s facts from the rumour mill.
Chromebooks and PM Laptops: Selection, Not Application
The two federal device schemes choose students themselves. Chromebooks go to 500,000 board-list toppers in government schools with no form of any kind, while PM Laptops go to university merit lists after registration rounds that have currently closed. Between them sits the rule that links everything on this page: one government device per student, ever. Our Chromebook guide and PM Laptop guide give the quotas, portals and scam warnings for each.
If You Missed a Window
- Keep documents warm: domicile, CNIC or B-Form, transcripts and, for the E-Bike, your licence or learner permit; windows reward the prepared.
- Follow the official portal of your scheme only; every scheme here has fake look-alike sites charging “registration fees”.
- Rounds repeat: laptops and bikes have run in phases for a decade. A closed phase is a queue position, not a verdict on you.
- Under 18 or in school: your device route is the Chromebook board lists; your job is marks, not forms.

Youth Schemes: FAQs
No. Phase 2 applications closed on 4 October 2026. Applicants can track status at bikes.punjab.gov.pk; a new phase has no announced dates yet.
No date has been officially announced. Phase II is in the verification stage, including NADRA biometric verification, after applications closed on 20 April 2026.
You cannot. The PM Youth Chromebook Scheme selects 500,000 government-school students from board merit lists (Grade 9, plus Grade 10 in AJK, ICT and GB). There is no application or fee.
For the E-Bike, yes, Punjab students of recognised private institutions were eligible. For the CM Laptop, only students of universities on the portal’s approved list; private college students were not eligible in Phase II.
No. Anyone who has received a laptop under any government scheme is barred from receiving another.
About Rs 3,000 a month over 36 months (roughly Rs 109,000 in total), with no down payment and 0% interest, after the government’s Rs 90,000 subsidy and covered costs.
Before the next window opens, check three things in this order: your eligibility on the official portal, the exact documents that portal asks for, and the status page or notice board where updates are posted first. Do not pay anyone who promises a place on a merit list, a faster verification, or a reserved bike or laptop, because none of these schemes sells priority and every payment request of that kind is a warning sign. If a phase has closed, use the waiting time to fix small problems that delay real applicants later, such as a misspelled name on a transcript, an expired learner permit, a domicile that does not match your current district, or a university record that still shows an old programme. Keep a simple folder, on paper and on your phone, with clear scans of each document, the dates you applied or were verified, and screenshots of any confirmation message, so that you can answer a query in minutes rather than hunting through old messages. Talk to your institution as well, because colleges and universities often receive the first notice about verification visits, distribution lists and document corrections, and a student who checks with the registrar or focal person early is less likely to miss a short deadline. Finally, remember that these schemes are only one route to study support: libraries, campus computer labs, shared devices at home, and low cost second hand machines can keep your work moving while you wait, and they do not affect your eligibility for a future round. A closed window is frustrating, but a prepared applicant who follows only official notices is in the strongest position when the next one opens.
